I ran across this book also over the weekend and it looks to be a fantastic view of people currently running from the law.
On The Run: Fugitive Life In An American City Alice Goffman
The author spent six years living in one such neighborhood in Philadelphia studying African-American men that are former small-time drug dealers who are evading warrants and surveillance. This book studies mass incarceration, its roots and the problems that persist because of the incarceration. There are now more than 6.9 million people that are under supervision in the criminal justice system which is a 5-fold increase in the past forty years. This book does a tremendous job in describing the day to day struggles in which these fugitives live and try to carry on a limited life. Here is a profile on Alice Goffman. link
